Crash survivors evacuated to Guwahati, Pawan Hans announce ex-
Enquiry into chopper crash begins
TAWANG, Apr 20: Six of the survivors in yesterday’s tragic Pawan Hans chopper crash at Tawang have been evacuated to Guwahati for further treatment by a special copter this morning.
Two of the seriously injured victims were taken to New Delhi by connecting flight directly from Lokopriya Gopinath Bordoloi International Airport by their relatives, while others were admitted in various hospitals at Guwahati.
Director General of Civil Aviation who air dashed this morning to Tawang has commenced an enquiry into the Pawan Hans crash. Deputy Director (Air Safety) Sant Kumar has been appointed as the enquiry officer. A committee of enquiry under Air Craft Rules is being constituted by the Ministry of Civil Aviation, Govt. of India.

The state government has extended all possible assistance to the relatives of the deceased and injured, who will be sent back tomorrow by another chopper. Chief Minister Dorjee Khandu is personally monitoring the evacuation operation. While consoling the relatives of the deceased Khandu said that the incident was very unfortunate. He expressed his sympathy and condolence to the bereaved family members while assuring all possible assistance from the state government’s end. Khandu also thanked the Mesco Chopter crew for extending their valuable cooperation in evacuating the injured victims as well as the dead bodies of the deceased. He was accompanied by State RWD Minister Kalikho Pul and Tourism Secretary Bandana Deori during the interaction.
Meanwhile, Abbot of Tawang Monastery along with other monks today offered prayer at the morgue for eternal peace of the departed souls.

ITANAGAR, Apr 20: Arunachal Pradesh Legislative Assembly, Speaker Wanglin Lowangdong expressed deep shock over the tragic and unfortunate accident of Pawan Hans Helicopter at Tawang yesterday.
He expressed his heartfelt condolences to the families of all passengers on board who were killed on the spot and prayed almighty God for eternal peace of the departed soul and bestowed enough strength to the bereaved family members to bear the irreparable loss.
Lowangdong further prayed for the speedy recovery of those passengers who were injured in the accident.
Civil Aviation Minister Atum Welly has deeply mourned the demise of 17 people in copter crash in Tawang yesterday and prayed for eternal peace of departed soul. He further informed that ministry of civil aviation, New Delhi has been requested by state government to conduct inquiry for fixing accountability on poor maintenance and also mandatory inspection of helicopter services as per DGCA guidelines.
All India Trinamool Congress (AITC) Arunachal Pradesh unit expressed shock over the unfortunate and tragic Pawan Hans Helicopter crash in Tawang and mourned the death of the passengers and its crew members.
The rank and file of the AITC unit expressed heartfelt condolence to the bereaved families and prayed for early recovered of the injured.
Meanwhile, Arunachal Citizens Right (ACR) has said that the Director General of Civil Aviation department of flight safety should immediately enquire into the Pawan Hans helicopter crash and come out with the findings. If the mishap was caused due to technical snag, Pawan Hans authority should take the entire responsibility, the ACR said.
There has been many air crashes in the past. In one of such mishaps state education Minister Dera Natung lost his life but no report has been made public so far in this regard. ACR also urged upon the service providers like Pawan Hans and others opt pilots having minimum free requisite experiences of flying mountainous hilly areas. It also urged the state government to ensure availability of fire tender at each helipad which is mandatory for public security and demanded formation an Independent Enquiry Committee of its own headed by a retired judge to investigate into the incident.
Meanwhile, ACR mourned the death in chopper mishap and extended heartfelt condolences to the bereaved family members.
Arunachal Pradesh Tour Operators Association (APTOA) also deeply mourned the death in Tawang mishap. Association chairman Tsering Wange informed that they lost one of the pioneer tour operators Rakesh Baruah from Guwahati in the tragic incident. Association extended heartfelt sympathy to the family members of the deceased and injured and also prayed that such tragedy do not occur again.

ITANAGAR, Apr 20: The Nyishi Day was celebrated with great enthusiasm at Seppa on April 19. The programme started with the hoisting of the Nyishi Day flag by Vijay Sonam, General Secretary of the Nyishi Elite Society amidst mammoth gathering of people at Seppa General ground. Thousands of people irrespective of their religion and political affiliations thronged to the ground in spite of heavy shower in the early morning to participate in the celebration. The Nyishi Day Flag Song sang by the Nyedar Namlo Cultural troupe reverberate the township. One of the spectacular performances was the Rikham Pada with participation of around 400 girls and women. Chagam Dollo, the Secretary incharge of NES, East Kameng district thrilled the gathering with his humorous welcome address. SHG solidarity day organized at Longding
KHONSA, Apr 20: The 7th Self Help Group Solidarity Day was observed at Cultural Hall, Longding with the theme “Nurturing our strength, enhancing our hope”. The event was organized by Self Help Group members of Longding and Khonsa subdivisions promoted by ANMA Integrated Development Association (AIDA).

Mopin celebrated at Bhalukpong
BHALUKPONG, Apr 20: Mopin Festival of Galo tribe was celebrated with great pomp and show at Indigenous Festival Ground at Bhalukpong, West Kameng on April 15.
Chiter Yomcha, one the most famous and able priests of Galo Society was the official Nyibo (priest) of the celebration. During the festival, folk dances of different communities of Arunachal Pradesh were showcased.

Forum condoles death of its former advisor
ITANAGAR, Apr 20: Dutta Peoples’ Forum Capital Complex (DPFCC) expressed deep shock at the untimely demise of its former Advisor, Koj Hangu who died on April 14 last.
While recalling his contribution, the Forum stated that during his tenure as advisor, he had taken lot of initiative for development of Dutta people living in and around Capital Complex in particular and Dutta village as a whole.
He was founder Member of Dutta Welfare Association, Naharlagun/ Itanagar and also served as President of the Association during the time of demise. He was among the few individuals who could successfully complete training under All India Congress Seva Dal in early 90s and in 1999 and was appointed as Chief Instructor of the Arunachal Pradesh Congress Seva Dal.
Late Hangu was strong minded, straightforward and above all a good human being highly respected by each and every member of the Forum. His death is an irreparable loss for the Dutta people and the Forum in particular. The Forum conveyed heartfelt condolences to the bereaved family.

AAPSU always fight for benefit of poor students
Dear Editor,
This is in response to “Open Letter to President AAPSU” published in today’s edition
of your esteem daily. First of all thanks a lot to writer who calls himself as ‘Poor
student’ for supporting AAPSU stand on issues like NPF entry into Arunachal, Chinese
claim over Arunachal and Chakma-
It’s wrong to say that AAPSU will loose credential if we do not raise voice against illegal appointment. I, as President, may make mistake but one should not question the credibility of AAPSU, an apex organization of students. In the absence of any major effective opposition party in state, AAPSU has been and will always raise voice against wrong doing of government at every level and people of Arunachal should give some credit to AAPSU for it. Most of the AAPSU members also come from ordinary family and we understand the pain of poor students of Arunachal. That is the reason why AAPSU always fight for the student’s stipend. Many poor students living in interior areas who are not able to complete their regular study because of poverty are still getting job after obtaining degree through national open exam. We understand their problems and therefore never urged government to make strict guidelines while recruiting in many government departments. Today there are 80:20 ratio in government job in favour of tribal people and to large extent our past AAPSU members should be credited for this achievement.
As per our knowledge most of the illegal appointment seems to be done in and around assembly elections. If Arunachalee citizens themselves take money or seek job from politicians during election, then how can we stop corruption and illegal appointments. Our people go to any large extent to get government job including paying heavy bribe. Many sell their land to get job. Instead if our students study hard and get job through merit, we may be able to end this corrupt practise of illegal appointment to certain extent. The best example is Sarah Enung Borang who cracked APPSC exam despite coming from an ordinary family. Though she was working as peon and without support of parents, she got selected because of sheer hard work.
I would appeal all my students’ friends to believe in hard work and also they should discourage their parents from paying bribe for their job. AAPSU had always stood for poor students of Arunachal and will continue to do so. In few years to come I may no longer be President of AAPSU but institution will always continue to strive for the benefit of student communities of Arunachal. Through this column AAPSU once again would like to urge state government to implement proper industrial policy so that all the tribal students of state get job. We also urge our student friends to open up their mind and look for job avenues across the world. If Arunchalee citizens work with reputed companies in countries like USA, UK and Australia it will only benefit the state.

Chopper crash and safety measures

The most recent chopper crash in Tawang where 17 people reported to have been killed has created a deep shock wave across the country. This is not the first time that such incidents have taken place. As read in the media, the crash was due to technical snag. No matter what more other reasons could be, the civil aviation department should step up the measures to ensure safety of the passengers. Such incidents if not taken seriously by the concerned authority, the tourism and revenue earning for the civil aviations may be hampered. I express my deep condolence to all the bereaved families who lost their near and dear ones and pray for peace for the departed soul.

Think about safety measures
Dear Editor,
This is regarding “Airport and safety measures by Dr Samson Borang. We all welcome the airport with our traditional Tapu and Ponung dance, but it would really be wise decision if the airport is constructed far away from the Pasighat town to minimize the exposure to noise pollution and as a precaution against any unfortunate crash landing.
IGJ Govt higher secondary School, Paglek school, Horticulture college, Jarku school and General Hospital Pasighat etc are not even half a KM away from the ongoing airport costruciton. School children, collegians and patients will have the maximum exposure to all sorts of pollution and probable disaster. We should remember that prevention is better than cure.

Expectation and performance
Dear Editor,
Appreciating the “Open letter to the president of AAPSU” ( On April 20) , I too would continue with the same lines. As our state don’t have any strong political opposition party we appreciate your work of taking up the issues like of NPF, Ranganadi hydro project and many more to be mentioned.
As an apex student body of the state it would better if you focus on the issues of students of state, here I am not saying that you have not done you have. The news of illegal appointments must have surprised every fellow students of the state. They too must have expected you to come out with strong voice for the students’ welfare but your silence in the issue has made us to think. In recent infamous MMS scandal too the victims were students, we have read many cases of murder of students within capital but we never hear the news of meeting held with the concerned authority for safety of students. In recently released census data our states was placed just above Bihar in terms of literacy. One reason may be because maximum population of state is still in rural areas. Those students of rural areas studying govt. schools don’t get enough assistance in both teaching faculty and other basic needs. Consequently they are unable to clear even the CBSE.
I appeal every student based unions to first bring out issues of the student welfare.

Service rules, superannuation age and corruption
Dear Editor,
Of late, it has been seen that many readers have ventilated their views concerning enhancement of superannuation age of state government employees as urged by COSAAP and other Employees Associations.
It is known that the Government of Arunachal Pradesh has been following the Central Government Service Rule and all succeeding Central Pay Packages are in ditto implemented in our state by the state Government. In addition, the fact remains that our State Government had been the first in the entire North East region to implement the Central 6th Pay package to the hardworking state government employees. Having said so, it is to be realized that COSAAP should not have been urging the Government to enhance the superannuation age, because it is already a part and parcel of the Central Government Service Rule and therefore, by all means it should have been implemented for all the State Government employees as it is the legitimate right of the employees as per Service Rules.
Secondly, it would be apt to mention here that raising the service age limit is directly related to rising of life expectancy in the country. It is desired that the valued readers may kindly go through the Census Report’ 2011 and ventilate their constructive views in this regard.
Time has changed now and we have catapulted in a very modern world with a very high-
If the Civil Societies and the Student’s Union really do care for the future of state, then why not it is fight against corruption and illegal appointments, why they are fighting against something that is genuine like the demands of COSAAP to enhance the superannuation age, which is as per the rule of the land.

An opportunity to neglected district
Dear Editor,
I would like to appreciate the district administration of Upper Subansiri for making
a start in the much needed harvesting of the resources of the district by being able
to organize the Subansiri Youth Festival at Daporijo. This is indeed a golden opportunity
for the people of my district to show to the rest of the state that Daporijo is not
a wasted place. The organizing of a mega event like the Subansiri youth Festival
is a herculean task, which needs taking care of the minute details and a very synchronized
planning to become a success. My district is known for all the bad reasons-
I would also like to say that it could have been better if AUSDSU reconsiders its
decision to boycott the event. We are all very sympathetic towards the victims of
the MMS Scandal, the whole state is with them and the recent rally held at Itanagar,
where people from all walks of life came to their support is a proof enough, that
we care for victims of the police atrocities. The AUSDSU should really reconsider
its decision to boycott the event. This event is not a result of an impulse; it is
a brain-
So, my very sincere request to the leadership of the AUSDSU is to give an opportunity
to our neglected district to make a statement of its own, in fact participate and
make sure that no untoward incident happen and make a grand success of the event.
Lets all come together to show the rest of the state that our district has also got
some tourist potential and there are things apart from all the bad reasons that can

I begin to have serious doubts if our pilots, aircraft engineers, doctors, surgeons
can be trusted with our lives. A recent study has revealed that only 3.5 % of graduates
have required skills to be employed in their field. Mediocrity is evident in all
areas. Degrees, Diplomas, Licenses are doled out for money to ineligible candidates.
Even a pass class student with minimum marks can become surgeon, or specialist by
buying a seat in medical college from management quota with guarantee of clear passage
till final examination. This is an open secret. Reservation is also playing its role.

AISU demands early release of HTS bills
ITANAGAR, Apr 20: Arunachal Indigenous Students’ Union (AISU) has demanded the state Government to immediately release the pending Hill Transport Subsidy (HTS) bills to the contractors as per court orders.
It criticized the state Advocate General for allegedly misleading the Government and opposing the payment of outstanding HTS bills to the contractors.
Cooperate with traffic police: NSUI
ITANAGAR, Apr 20: National Students’ Union of India, Arunachal Pradesh Unit highlighting about the poor road and traffic facility in twin capital city said that the present road can hardly accommodate two vehicles at single crossing which cause several mishaps.
The union urged the state government to introduce one way road from Bank Tinali to ANSU Office Itanagar and appealed to the Transport Department to restrict movement of heavy vehicle during day time in the twin capital city.
It further urged the state government to construct commercial parking lot in Naharlagun/Itanagar and appealed to the people to obey traffic rules and cooperate with the traffic police.
KVK's farm school
DAPORIJO, Apr 20: The Krishi Vigyan Kendra (KVK), Upper Subansiri district organized a Farm School at Bararupok under the sponsorship of ATMA, Daporijo.
Addressing as chief guest on the inaugural ceremony, Dusa Lida, District Agriculture Officer, Upper Subansiri district, appealed to the farmers to acknowledge the importance of agriculture and try to take maximum advantage from the technical classes. He advised them to purchase farm implements from the department of agriculture and avail the subsidiary benefits given to them by the government.
Tago Rilo, Agriculture Development Officer, Maro also spoke on the occasion and told the farmers to follow scientific technologies for efficient transition from subsistence to commercial farming.
The inaugural session was followed by technical session. The farm school will continue till mid June 2011. Around 26 farmers of Bararupok village registered as students in the school.

ITANAGAR, Apr 20: Four students unions of Papum Pare district, the All Papum Poma Students’ Union, All Kimin Students’ Union, Capital Students’ Union and All Mengio Students Union, in a joint press statement, strongly condemned the FIR lodged against the president of All Papum Pare District Students’ Union (APPDSU) in connection with the case of construction of a mini stadium within the premises of GHSS, Sagalee and demanded immediate withdrawal of the same.
They also condemned the ‘immature’ and ‘provocative’ press statement made by some panchayat leaders of Sagalee constituency and its local MLA cum UD and PWD Minister. The students unions appealed to APPDSU to launch a series of democratic movements, if the matter is not solved amicably within a given period.

3 dead in road accident
KHONSA: Three people were killed on the spot and many including the driver were seriously injured when 407 private truck laden with sand coming from Joypur skipped off the road near Borduria on April 18 last. Those killed have been identified as Hangpong Wangsam, contingency staff of PHED from old Laptang, Ms Phokhow and Ms Chohnop, worker of Pokkom School from Soha village.
The injured have been evacuated to AMC, Dibrugarh. People from Borduria rendered great services in retrieving the dead bodies from the accident site and evacuating the injured. Later police from Khonsa Police Station rushed to the site and verified the case.
Meanwhile, the relative of victims have extended their gratefulness to the people of Borduria and Public of Khonsa for their service. DIPRO
